Question: When is a pedestrian not a pedestrian?
Answer: When the pedestrian is in the USA. The Manual on Uniform Traffic Control Devices, or MUTCD, which is administered by the Federal Highway Administration (FHWA) is a compilation of national standards for all traffic control devices, including road markings, highway signs, and traffic signals.
According to the MUTCD, a pedestrian is a “traffic flow interruption."
